[members] update on Parrot Foundation status

Howdy,
Here is my big concern:
I have been making sure money keeps going into the Parrot Foundation
checking account (something around $12K over the last few years), by doing
paperwork, herding cats and making sure things happen on time. Nobody is
spending that money because it is hard to do so. Surely we should use it
for some good end and hold a Parrot developer meetup or something similar.
If all the current PaFo money goes to TPF, which is only concerned with
funding *Perl* and not *Parrot*, that is a conflict of interest. All
current PaFo money needs to be earmarked, so that in the future, that can
be dispersed to *Parrot* projects, which might not have anything to do with
Perl.
Again, if the above doesn't happen, I would go as far to say that something
very fishy is going on.
I also think it is confusing: Are you speaking on behalf of Parrot, The
Perl Foundation, both, neither? You have ties in all directions.
