Sounds good. After "with the intention", I'd add ", in the longer term,"
but it's not critical.

Change "account" to "fund". (Account is a bank structure, while fund is
a foundation budget process.) Or even just "All Parrot-related funds
will be held by The Perl Foundation for the dedicated use of the Parrot
project, and available to the Parrot community"

This may be true, but the TPF grants committee may decide they prefer
Parrot grants to be handled by a group with deeper knowledge of Parrot.
If so, then a new Parrot-specific committee would be formed from Parrot
Developers. So, I propose changing the wording to "either through the
existing TPF grants committee, or through a new grant process to be
determined by the Parrot Developers in collaboration with the TPF board".


BTW, with the ballot re-issue, we reset the clock on the 10 days notice
required by the TPF bylaws, so the final close of the vote will likely
be sometime around mid-May.
