[members] Parrot Members Moderators Needed

Which reminds me, it's probably time to decide what communication forum
we want to use. "Membership" as a status won't exist after the Parrot
Foundation closes. Perhaps for now, just close the parrot-members list
too? I can't think of anything that needs to be communicated that
wouldn't be appropriate on the public parrot-dev list.
