hi Fredrik,
I think it's mk_language_shell.pl that's provided in tools/dev/ directory.
as for case-insensitivity; I think there's a switch of some sorts that
indicates that you don't care about case. (my guess..) perhaps check
out the synopsis on grammars/rules.
http://en.wikipedia.org/wiki/Perl_6_rules suggests the :i modifier.
